This report compilation sets out a strategic framework for solidarity in the Global South, focusing on three core pillars: advocating for a new order in journalism and communication to counter Western media hegemony; advancing development theories from the Global South; and commemorating the 80th anniversary of the victory in the war against fascism. Together, these chapters outline a comprehensive agenda aimed at helping nations reshape their autonomous identities in the historical, economic and digital spheres.

Esta recopilación de informes establece un marco estratégico para la solidaridad del Sur Global, centrándose en tres pilares fundamentales: la defensa de un nuevo orden en el ámbito de la comunicación y los medios de información para contrarrestar la hegemonía de los medios occidentales, el fomento de la teoría del desarrollo del Sur Global y la conmemoración del 80.º aniversario de la victoria en la guerra antifascista. Estos capítulos esbozan conjuntamente una agenda integral destinada a ayudar a los países a redefinir su identidad autónoma en los ámbitos histórico, económico y digital.

Estes capítulos delineiam, em conjunto, uma agenda abrangente destinada a ajudar os países a redefinir a sua identidade autónoma nos domínios histórico, económico e digital.

The Sovereign AI and Digital Sovereignty Workshop brought together experts and policymakers from across the Global South to explore strategies for achieving technological autonomy, strengthening digital sovereignty, and advancing international cooperation in the AI era.

The point is not the technology. The point is what becomes possible when the Global South has sovereign access to the empirical tools needed to challenge received wisdom.

Starting from this point, the Global South Academic Forum will continue to work with its partners to deepen core research on digital sovereignty.

The mainland’s development and vast opportunities are something that no amount of ‘cognitive wall’ construction on the island can obscure.

This would ultimately lead to a hidden transfer of national governance authority and a loss of absolute control over the internal digital governance system—a new, latent risk to national sovereignty in the digital age.

The BRICS Digital Sovereignty Index Report was officially released during the Zhongguancun Forum (ZGC Forum) as an Outstanding Research Achievement of the ZGC Global High-level Think Tank Alliance, with the Alliance and the Center signing a Strategic MoU and advancing cooperation on digital sovereignty and the global innovation ecosystem.
